Isles East Resident’s Guide

Management Company

The Isles Addition Homeowner’s Association hires Brock Property Management as the property management company. Brock is responsible for collecting fees and managing the money we spend on services such as landscaping and security, as well as the quality of service of various contractors.

For most routine issues, contact Brock Property Management. If you are not satisfied with the management company's response to your concerns, notify the association's Board of Directors through the board (theboard@isleseast.org).

The Directors are selected by the residents through an election process, and represent the interests of the residents. They derive their power from the Articles of Incorporation, the By-Laws, the Isles Addition Home Owner’s Association Declaration, the Lake Coral Springs Association Declaration, and various state laws specific to Home Owner’s Associations. Their role is to set strategic direction, define plans, authorize the executive decisions of the Officers, to be the custodian of the reserve accounts, and to ensure the welfare of the common elements within the community. The Board also selects and replaces Officers.

The Officers are the executive team that runs the Association. Under the Articles of Incorporation, this Association is required to have a President, Secretary and Treasurer. The office of Vice President was optionally created as a backup position. Officers are ultimately accountable for the management and oversight of the community, including defining policy, determining priorities and budget, and selecting or approving service providers. Although the President and Secretary must be Board members, this is not a requirement for other offices.

Rules We Live By

Life in the Isles East is governed by several sets of rules, including city ordinances, neighborhood covenants, and Board rulings. The rules are meant to protect the quality of life for all of us, as well as the resale value of our homes. Whether you are a new homeowner, or just want a better understanding of your rights and responsibilities, here are some guidelines we hope you will take time to read and understand.

These guidelines are not intended to replace any official documents. You should have received a printed copy when you purchased your home. For instructions on retrieving images of the original documents from the Broward County Record’s Office.

Fences:
For a more “natural” look the Association has added the colors green, brown and black to the already accepted white powder coat aluminum fences. These colors will help fences blend in with our natural surroundings and help them become less obvious, while maintaining their homeowner’s purpose. Fences will be approved with a maximum height of 4ft. and supports on 3 inches centers. The City of Coral Springs requires plants at least 18 inches high every 3-¼ feet on the outside perimeter of all fences adjacent to, or parallel with, a street or canal right-of-way.

Hedges:
To avoid conflicting regulations, our bylaws have been made compliance with mandated Coral Springs City Code by past Boards. As such, any hedge parallel to a road must be no more than 4 feet in height. Any hedge between two properties must be no more than 10 feet in height. All hedges must be trimmed as needed to maintain a neat and orderly appearance.

Exterior Painting and roofs:
The City of Coral Springs requires painting or cleaning of any exterior surface once 25% or more of the building or roof shows signs of deterioration, weathering or discoloring. Our community’s Architectural Review Committee along with Brock Management is responsible for determining which homes are deemed in need of cleaning and/or painting. Homeowners will be asked to perform needed maintenance by proper written notice from the Committee.

Landscaping:

The City of Coral Springs Code Enforcement and the Isles Addition Homeowners’ Association both require all homeowners to maintain their landscaping in a healthy, neat and orderly condition per the City’s code, Dead trees, shrubs, annuals and the like need to be removed when they become unsightly. All plant beds must be free of weeds. Lawns must be kept trim at all times and hedges must he trimmed in accordance with code.

Boats:
Boats are restricted to a maximum of 20 feet and internal combustion motors are not allowed. No boats may be stored or parked on any lot unless they are kept fully enclosed inside a structure that keeps them hidden from view.

Deliveries Please be considerate to your neighbors by honoring our policy requiring that truck deliveries be scheduled between 8:00 AM and 7:00 PM. This not only helps our level of security, but also extends consideration to our neighbors by limiting noise levels during off-hours.

 

Architectural Committee

The Architectural Committee is responsible for reviewing submittals for improvements by the individual resident homeowners. The improvement requests are compared with the restrictions and guidelines as published in the documents all homeowners agreed to when purchasing their homes in the Isles East.

Since our regulations must be aligned with City of Coral Springs Code, and in the interest of expediency, we ask that you or your contractor first apply for a permit with the Building Department. Once the Building Department assigns an application number, the Architectural Committee will review your request fairly and uniformly.

Please respect this process and believe us when we say that the last thing we want is to stop you from improving your property. We recognize that the enhancements added by individual homeowners improve the entire community, and we want to say "yes" to genuine improvements whenever possible, with a minimum of hassle or delay.

Enforcement Process

This is the process we all wish were never needed. Alas, sooner or later we encounter someone who does not follow the rules. In order to ensure a consistent and objective response, we have established the following enforcement process:

Nonpayment : When a payment becomes overdue by 15 days, a late fee of $25.00 is assessed. After 30 days overdue, a ten-day demand is sent by the Management Company. After 45 days, the attorney writes their first letter. After 60 days a lien is filed.

Noncompliance : The Management Company will first send a courtesy notice or call. If not complied with within 30 days, a second certified notice will be sent. Homeowners who do not comply within 15 days of the second notice will be turned over to the Association’s attorneys for appropriate legal remedies to cure any such deficiency. In accordance with our Association bylaws, all legal fees will be charged to the homeowner.
